To bring goods into a customs territory, and the goods so brought.
Bringing goods into a country. Import triggers the obligations that most of this glossary describes: declaration, classification, valuation, origin, duty and taxes, and any licence or standard the goods are subject to.
Liability generally attaches to the importer of record, whoever physically handled the paperwork.
