Import License
Government authorisation required before certain goods may be imported.
Permission required before restricted goods can be imported. Licences are usually specific as to goods, quantity, source and validity period, and obtaining one after the goods have arrived is far harder than before.
Whether a licence is needed turns on the tariff line, which is one more reason classification comes before shipping rather than after.
