Packaging
Material protecting goods in transit, which may itself be regulated and dutiable.
What protects the goods in transit. It is not neutral for customs: packaging is generally included in the customs value, wood packaging must meet ISPM 15, and packaging for dangerous goods must be of an approved and marked type.
