Export license
Government authorisation to export specified goods, often to a named destination and end user.
Permission to export goods that are otherwise restricted. Licences are commonly specific as to goods, quantity, destination and end user, and conditional on the exporter keeping records.
Because a licence is granted against a stated destination, a diversion after despatch can breach it.
