DGFT Drops UIN Step for Export Factoring Support; Exporters to Use IEC
DGFT Trade Notice 32/2026-27 removes the declaration of intent and Unique Identification Number for export factoring support under the Export Promotion Mission; exporters will be identified by their IEC. Claims for transactions on or after 20 February 2026 can be filed once the portal is operational.

What changed
India's Directorate General of Foreign Trade (DGFT) issued Trade Notice 32/2026-27 on 26 October 2026. It amends the guidelines for support for alternative trade instruments under the Export Promotion Mission (EPM) – Niryat Protsahan.
Exporters no longer need to submit a declaration of intent or get a Unique Identification Number (UIN) before using the factoring facility. The notice says exporters "shall henceforth be identified through their Importer Exporter Code (IEC) at all stages of application, claim, and disbursal."
Eligible claims for export factoring transactions on or after 20 February 2026 "may be filed from the date of operationalization of the portal for this intervention." The notice does not give that date.
An eligible MSME exporter using Interest Subvention for Pre- and Post-Shipment Export Credit (Trade Notice 20/2025-26) may also use this support, and vice versa, subject to the conditions in Annexure-I.
Effective date
No effective date is stated. The notice is dated 26 October 2026 and uses the word "henceforth". The portal date for claims is not given.
Who it affects
Indian exporters, including MSMEs, that use export factoring, and the factoring companies they work with.
What exporters should do
- Make sure your IEC details are correct, as the IEC will be used at every stage.
- Keep records of factoring transactions from 20 February 2026.
- Watch DGFT for news that the claims portal is operational.
- Read Annexure-I for the conditions before combining support with interest subvention.
