What changed

India's Directorate General of Foreign Trade (DGFT) issued Notification No. 36/2026-27 on 15 September 2026. It adds sub-paragraph (c) to paragraph 2.57 of the Foreign Trade Policy, 2023, "with immediate effect". The new text says an RCMC or a Certificate of Registration "shall not apply to an export consignment where the Free-on-Board(FOB) value of the consignment does not exceed ₹ 3,00,000."

Why

DGFT says the aim is to promote small-value exports, "especially Exports through Postal, Courier and other emerging channels". Consignments above ₹3,00,000 FOB still need a valid RCMC or Certificate of Registration wherever the Foreign Trade Policy requires one.

Who it affects

Small exporters, e-commerce sellers and anyone shipping low-value consignments by post or courier from India.

What exporters should do

  • Check each consignment's FOB value against the ₹3,00,000 limit. The test applies per consignment.
  • Keep your RCMC current if any of your consignments go above the limit.
  • Check that your other export requirements are met. This change only removes the RCMC requirement for consignments under the limit.
