Withdrawal from Warehouse
Removing goods from a bonded warehouse, at which point duty normally becomes payable.
Taking goods out of a bonded warehouse. Where they are withdrawn for home use, duty and import taxes fall due at that point; where they are withdrawn for export, they may leave without duty ever being paid.
The rate and the value applied are normally those in force at withdrawal rather than at the original import, so a tariff change while goods sit in bond changes what is owed.
