What changed

The US Department of Commerce published a final affirmative antidumping determination on 16 October 2026. It "determines that high purity dissolving pulp (dissolving pulp) from Brazil is being, or is likely to be, sold in the United States at less than fair value (LTFV)." The determination is applicable 16 October 2026.

The rates

Commerce calculated an estimated weighted-average dumping margin of 6.50 percent for Bracell (Bracell Bahia Specialty Cellulose S.A. and Bracell SP Celulose Ltda., treated as a single entity), with a cash deposit rate, adjusted for subsidy offsets, of 6.40 percent. The notice sets the same rates for all other producers and exporters.

What happens next

The US International Trade Commission (ITC) will decide whether the US industry is injured "no later than 45 days after this final determination." If the ITC finds no injury, the proceeding ends and cash deposits are refunded. Commerce says suspension of liquidation and cash deposit requirements remain in effect until further notice.

Who it affects

US importers of dissolving pulp from Brazil and Brazilian producers and exporters.

What exporters and importers should do

  • Budget for cash deposits on entries of covered pulp from Brazil.
  • Check the scope in Appendix I of the notice. Commerce lists HTSUS subheadings 4702.00.0020 and 4702.00.0040, and possibly 4706.30.0000 or 4706.92.0100, but says the written description is dispositive.
  • Watch for the ITC final vote and any antidumping duty order.
