One Chinese truck bed cover supplier was put on the wrong US anti-dumping duty rate. Commerce has fixed it, and importers can ask for money back.

The fix truck bed covers made by Ningbo Scarman Auto Parts and exported by Ningbo Scarman International Trading. Their cash deposit rate is now 49.38%. Commerce had wrongly identified this producer and exporter pair in its 1 October 2026 preliminary ruling. So their entries may have been charged the higher China-wide rate.

The new rate is backdated. Commerce says the deposit instructions "will be effective retroactively to October 1, 2026, the date of publication of the Preliminary Determination." Commerce will ask US Customs and Border Protection to explain how to request a refund of the difference.

No other supplier's rate has changed. The investigation is still going on toward a final ruling.

What to check

  • Did you import covers from this exact producer and exporter pair since 1 October?
  • Watch for CBP's refund instructions.
