US importers face two big cash deposits on van-type trailers from China
New US duty orders mean importers of Chinese van-type trailers and their parts must pay two separate cash deposits.

If you import van-type trailers or their parts from China into the US, you now face two separate cash deposits. The new orders apply from 28 October 2026.
The US Department of Commerce is issuing an antidumping duty (AD) order and a countervailing duty (CVD) order. CVD targets unfair subsidies. Both follow final rulings by Commerce and the US International Trade Commission (ITC).
The AD order lists one rate, for the China-wide entity. The dumping margin is 130.86%. The cash deposit is 129.73% after an export-subsidy offset. It covers all producers or exporters not listed by name.
The CVD order names about 20 companies plus "All Others." All are at 134.75%. These are two deposits under two orders, not one combined rate.
Which goods are covered? The notice lists trailer codes 8716.39.0040, 8716.39.0090 and 8716.90.5060. Parts are listed under codes such as 7308.30.5050 and 8708.29.1500. But the codes are only a guide. The notice says "the written description of the scope of these orders is dispositive."
Subassemblies already covered by the orders on Chinese chassis are left out. Some entries made after the provisional duty period ended are also excluded from suspension of liquidation. The notice gives the details.
US importers, Chinese exporters and customs brokers are most affected.
What to check
- Does your product fit the written scope, not just the HS code?
- Have you budgeted for both deposits?
- Do you need to ask Commerce or CBP about scope?
