Indian buyers of Chinese titanium dioxide face anti-dumping duty of up to USD 681 a tonne for five years
India has put a five-year anti-dumping duty of USD 460 to 681 a tonne on titanium dioxide from China, starting 24 October 2026.

Indian firms that import titanium dioxide from China now pay an extra duty of USD 460 to 681 a tonne. The duty started on 24 October 2026 and runs for five years.
Titanium dioxide, or TiO2, is a white powder. The notice mentions its use in paint, textiles, food colouring and sunscreen.
The Ministry of Finance set the anti-dumping duty in Notification No. 26/2026-Customs (ADD), published on 24 October 2026. It follows final findings by India's trade remedies authority, the DGTR, dated 3 August 2026.
The authority found that Chinese TiO2 was sold to India at dumped prices and hurt Indian producers. Its review followed a case in the Calcutta High Court.
The notice says the duty "shall be levied for a period of five years". It is paid in Indian rupees.
The rate depends on who made the goods. Anhui Gold Star pays USD 609 a tonne. Shandong Jinhai and Shandong Xianghai pay USD 563. The LB group companies and Henan Billions pay USD 460. Twelve named cooperating producers pay USD 510. Any other Chinese producer pays USD 681. Goods made elsewhere but shipped from China also pay USD 681.
To get a company rate, the importer must show customs a commercial invoice with a signed declaration naming the producer. Without it, the rate for all other producers applies.
The duty covers tariff items 2823 00 10, 3206 11 10 and 3206 11 90. The notice says these codes are only a guide. The product description decides what is covered.
Some grades are left out. These include TiO2 for food colouring, tablet coatings, cosmetics and sunscreen, and textile and fibre making. Nano grades below 100 nm are also excluded. TiO2 used as pigment to print on cloth is still covered.
This matters for Indian paint makers and other firms that buy Chinese TiO2. It also affects Chinese producers and exporters selling to India.
On the same day, Notification No. 25/2026-Customs (ADD) cancelled an older notice, No. 12/2025-Customs (ADD) of 10 May 2025. The new duty lasts five years unless it is changed or ended earlier.
What to check
- Which company made your TiO2, and which rate applies?
- Does your invoice carry the signed producer declaration?
- Is your grade on the excluded list?
