Gross Weight
The total weight of goods including packaging, pallets and any container.
The weight of the goods together with their packing and, depending on the context, the pallet or container. Contrast net weight, which is the goods alone.
Which one a duty or charge applies to has to be established rather than assumed: some specific duties are levied on net weight, some on gross.
