Declared Value for Carriage

A value stated to the carrier which may raise its liability limit above the standard cap, usually for a fee.

A value the shipper declares to the carrier, normally lifting the carrier’s liability above the limit that would otherwise apply, in return for a charge.

It is not insurance. It raises a ceiling on what can be recovered from the carrier, but recovery still depends on establishing the carrier’s liability, which many causes of loss do not.
